At the suggestion of the chairman of the state Democratic Party a new flag was proposed in 1955 incorporating the popular rebel flag design. The use of the new flag was signed into law in 1956. The designer of the flag explained the design was meant to pay respects to Confederate soldiers, though liberals have twisted the intent by claiming it was in defiance of the 1954 Brown vs Board of Education ruling despite the fact that no written records exist of what was discussed in Senate or House sessions in regards to the flag change.
