While the wolfsangel symbol had been used previously in Germany before and during the war near the end and after the war it was used by guerilla fighters known as Werwolf. A school to train guerilla fighters had been set up in 1943 and in 1944 reports of graffiti of the wolfsangel was being reported by allied soldiers.

The werwolf had been trained to stay behind enemy lines, evade capture and harass the allies, including assassinations and targeting supply lines. Many deaths and events were attributed to werwolf guerilla activity which resulted in reprisals by the US, UK and Soviet forces. The soviets were particularly brutal in their reprisals, arresting over 10,000 mostly youths and putting them into camps which half never returned from.

While plans were to equip werwolf fighters with arms, explosives, mortars, and transportation supplies were limited, most of the equipment never materialized and actual werwolf activity was limited.
